La República Argentina ha ingresado en el peor año de bullying y ciberbullying desde que existen registros.
La Organización Mundial Bullying Sin Fronteras (BSF) recopiló información sobre bullying y ciberbullying en escuelas y universidades de todo el país, hospitales, juzgados intervinientes, periodistas, docentes, padres y víctimas. El resultado es devastador: entre mayo de 2024 y mayo de 2025 hubo al menos 140.000 casos graves de bullying y ciberbullying.
Nunca hubo en Argentina tantos casos.
“En este análisis, que será material para la próxima estadística mundial de bullying de 2024/2025, acreditamos al menos 140.000 casos, lo que constituye un nuevo récord. La buena noticia viene de la Justicia, que emite fallos que condenan el accionar de colegios que favorecen y/o toleran el bullying.
“Al aplicar nuestra definición mundial oficial, que establece que el bullying o acoso escolar es toda intimidación o agresión física, psicológica o sexual contra una persona en edad escolar, ejercida de manera reiterada y capaz de causar daño, temor y/o tristeza en la víctima o en un grupo de víctimas, estos fallos colocan a Bullying Sin Fronteras como el más eficiente defensor de las víctimas y nos convierten en la única ONG que crea jurisprudencia, algo que solo han logrado en el mundo UNESCO y UNICEF.”

Casos graves en Argentina
“Argentina ostenta hoy el triste privilegio de estar entre los 10 lugares del mundo con mayor cantidad de casos de bullying.
“Los diferentes gobiernos que hubo en el país austral desde 2003 esconden el bullying con la inestimable ayuda de los medios de comunicación, desde diarios y programas de televisión hasta radios y portales de internet.
“Junto a un variopinto conjunto de pseudo-ONG que manifiestan ‘luchar contra el acoso escolar’ e implementan campañas de todo tipo y color, hacen un celebrado papel de normalidad ante el flagelo.
“De ese modo, Argentina lleva más de 20 años haciendo todo lo posible para tornar invisible el problema, mientras los casos graves, incluidas las muertes causadas por acoso escolar, siguen en aumento.”
Lo afirmó el Dr. Javier Miglino, experto en Derechos Humanos y Protección de la Niñez.
LA VIOLENCIA ES OMNIPRESENTE EN LAS AULAS DE ARGENTINA
“Las redes sociales como Facebook, Instagram, TikTok y WhatsApp enfatizan que la belleza y la sofisticación son lo más importante. Sin embargo, en la cruel realidad, las chicas y chicos que se caracterizan por ser más bellos que el resto, lejos de ser admirados, son atacados y, en algunos casos, asesinados con el cruel mote de chetas y chetos.”

LA VIOLENCIA EN LAS AULAS
El Equipo Multidisciplinario Global de Bullying Sin Fronteras ha podido establecer, a través de miles de conversaciones con padres, docentes, alumnos, directivos, periodistas, abogados, médicos y políticos, que los mismos gobiernos que gobernaron durante la última generación han hecho todo lo posible por crear una “grieta” social en la que aparentemente no existe una tercera opción: hay que ubicarse de un lado o del otro, izquierda o derecha.
Y allí es donde la discusión cambia de categoría.
Lo que en otra parte del mundo podría quedar reducido a una simple discusión, en Argentina puede degenerar en un grave altercado con violencia.
Ese comportamiento de los adultos se replica en niños, adolescentes y jóvenes bajo la forma de bullying y ciberbullying, generando todo tipo de violencia y llegando, en algunos casos, a producir la muerte.
SOLUCIONES DESDE EL PODER JUDICIAL
“Son muchos los tribunales de alzada de la Argentina que están aplicando la definición mundial oficial de bullying, que establece que el bullying o acoso escolar es toda intimidación o agresión física, psicológica o sexual contra una persona en edad escolar en forma reiterada, de manera tal que causa daño, temor y/o tristeza en la víctima o en un grupo de víctimas.
“Estos tribunales utilizan esa definición para sancionar a escuelas y docentes que hacen la vista gorda ante el bullying y el ciberbullying.
“Solamente el Poder Judicial se ocupa de informar qué está pasando con los chicos y chicas del país. El resto parece tener la orden de tapar todo, ya sea mediante la nula difusión de noticias sobre bullying o mediante una campaña infinita de distracción con campañas irrisorias e imbéciles como ‘Argentina contra el bullying’, que no es más que un buen slogan sin contenido alguno.”

La Organización Mundial Bullying Sin Fronteras, con la asistencia de sus 50.000 colaboradores, recopiló una vez más información sobre acoso escolar o bullying y acoso cibernético o ciberbullying en escuelas primarias, secundarias y universidades de todo el país, hospitales, juzgados intervinientes, periodistas, docentes, padres y víctimas.
El resultado es devastador: durante el último año hubo al menos 140.000 casos graves de bullying y ciberbullying.
Nunca habíamos tenido en la República Argentina tantos casos de bullying ni de ciberbullying desde que comenzaron las mediciones, en 2013.
En los últimos 12 meses hubo más de 100 muertes, tanto por suicidio como por homicidio, relacionadas con el bullying y el ciberbullying.
BULLYING SIN FRONTERAS CONTRIBUYE A LA JURISPRUDENCIA SOBRE EL BULLYING EN LOS TRIBUNALES DE LA REPÚBLICA ARGENTINA
“Son muchos los tribunales de la Argentina que están aplicando la definición mundial oficial de bullying, que establece que el bullying o acoso escolar es toda intimidación o agresión física, psicológica o sexual contra una persona en edad escolar en forma reiterada, de manera tal que causa daño, temor y/o tristeza en la víctima o en un grupo de víctimas.
“Aplicar esta definición en sus fallos no solo coloca a Bullying Sin Fronteras como un eficiente defensor de las víctimas frente al bullying, sino que nos convierte en la primera ONG que crea jurisprudencia, algo notable que solo han logrado UNESCO y UNICEF.”
Dijo Miglino.
“El bullying o acoso escolar y el ciberbullying son causantes directos de más de 200.000 muertes, ya sea por homicidio o por inducción al suicidio, cada año.
“Es decir, se llevan la vida de cientos de miles de niños y jóvenes en todas partes del mundo, según un estudio conjunto de la Organización Mundial de la Salud, la Organización Mundial Bullying Sin Fronteras y la OCDE.”
El bullying y el ciberbullying son asesinos que matan en silencio. Se nutren de tres venenos: la soledad, la tristeza y el miedo.
Las redes sociales son el gran aliado de estos asesinos impunes y, en particular, aquellas redes que Bullying Sin Fronteras denomina “las 4 Tóxicas”: Facebook, Twitter, Instagram y WhatsApp.

ENCUESTA MUNDIAL SOBRE BULLYING EN TODO EL MUNDO
ASÍ LA HICIMOS
La soledad, la tristeza y el miedo son los tres venenos que nutren al bullying y al ciberbullying.
Esos venenos están matando a nuestros niños y adolescentes.
Donde haya soledad, que mamá y papá pongan compañía.
Donde haya tristeza, que el viejo o la vieja, o ambos, pongan onda y que haya alegría.
Donde haya miedo, que haya padres que se pongan del lado de sus hijos y docentes que cuiden a sus alumnos.
“El bullying es un asesino silencioso que se cobró varias víctimas mientras se escribe este informe.
“Es tal el daño que producen el bullying y el ciberbullying que nada menos que tres Premios Nobel de la Paz —Desmond Tutu, John Hume y Liu Xiaobo— comenzaron, desde 2016, a pedir a Bullying Sin Fronteras que, ante el llamativo silencio de organizaciones como UNESCO, UNICEF y otras, resultaba necesario tener el valor y la energía para llevar a cabo un informe con suficiente respaldo académico y una clara objetividad.
“El objetivo era que universidades, gobiernos, entidades educativas y medios de comunicación de todo el mundo pudieran utilizarlo para trazar una radiografía del bullying en todo el mundo, país por país.”
BULLYING SIN FRONTERAS EMPIEZA UNA GESTA MUNDIAL
A partir de entonces, los 50.000 colaboradores de Bullying Sin Fronteras, presentes en los cinco continentes, pusieron manos a la obra.
Incluso miles de alumnos y profesores de algunas de las mejores universidades del mundo colaboraron con Bullying Sin Fronteras para que este trabajo pudiera mostrar la situación mundial del ciberbullying.

A partir de allí, mediante la comunicación con hospitales que atendieron episodios graves de bullying, médicos y enfermeras que estuvieron en primera línea, policías que intervinieron en episodios de bullying, periodistas, abogados, funcionarios de Ministerios de Educación y Secretarías locales de Educación que, de manera abierta o estrictamente off the record, brindaron información; informes de causas penales en las que se investigaron situaciones graves de bullying; y los testimonios de millones de docentes, padres de víctimas y las propias víctimas, se fue dando forma a este Segundo Informe Mundial de Bullying.
A partir de este momento, ponemos el informe a disposición de todos en forma gratuita.
El bullying y el ciberbullying son asesinos silenciosos que cada año matan a 200.000 niños y jóvenes en todo el mundo.
Esos asesinos se nutren de tres venenos: la soledad, la tristeza y el miedo.
Este informe costó mucho. Pero si logramos evitar al menos un episodio grave de bullying o ciberbullying, habrá valido la pena.

The Argentine Republic has entered its worst year for bullying and cyberbullying since records began.
The World Bullying Without Borders Organization (BSF) gathered information on bullying and cyberbullying from schools and universities across the country, hospitals, courts handling relevant cases, journalists, teachers, parents and victims. The result is devastating: between May 2024 and May 2025, there were at least 140,000 serious cases of bullying and cyberbullying.
There have never been so many cases in Argentina.
“In this analysis, which will become part of the next 2024/2025 World Bullying Statistics report, we have documented at least 140,000 cases, setting a new record. The good news comes from the courts, which are issuing rulings condemning the actions of schools that facilitate and/or tolerate bullying. By applying our official worldwide definition, which states that bullying is any repeated physical, psychological or sexual intimidation or aggression against a school-age person that causes harm, fear and/or sadness to the victim or group of victims, these rulings place Bullying Without Borders as the most effective defender of victims, making us the only NGO creating case law — something previously achieved only by UNESCO and UNICEF.”

Serious cases in Argentina
“Argentina now has the sad privilege of being among the world’s top 10 locations for the highest number of bullying cases.
“The different governments that have ruled the southern country since 2003 have hidden bullying with the invaluable assistance of the media, from newspapers and television programs to radio and internet portals. Alongside a colorful collection of pseudo-NGOs claiming to ‘fight school bullying’ and launching campaigns of every possible shape, color and variety, they have performed a remarkable show of normality in the face of this scourge.
“In this way, Argentina has spent more than 20 years doing everything possible to make the problem invisible, while serious cases — including deaths caused by school bullying — continue to rise.”
So said Dr. Javier Miglino, an expert in Human Rights and Child Protection.
VIOLENCE IS EVERYWHERE IN ARGENTINE CLASSROOMS
“Social networks such as Facebook, Instagram, TikTok and WhatsApp emphasize that beauty and sophistication are the most important things. Yet in cruel reality, girls and boys who are considered more beautiful than others are far from being admired. They are attacked and, in some cases, murdered under the cruel label of chetas and chetos.”

VIOLENCE IN THE CLASSROOM
The Global Multidisciplinary Team of Bullying Without Borders has established, through thousands of conversations with parents, teachers, students, school administrators, journalists, lawyers, doctors and politicians, that the same governments that have ruled Argentina during the last generation have done everything possible to create a social “divide” in which there is apparently no room for a third option: you must choose between left and right.
And that is where things get complicated.
What would be an ordinary argument somewhere else in the world can, in Argentina, degenerate into a serious confrontation involving violence.
That adult behavior is then replicated by children, teenagers and young people in the form of bullying and cyberbullying, generating all kinds of violence and, in some cases, even death.
SOLUTIONS FROM THE JUDICIARY
“Many appellate courts in Argentina are applying the official worldwide definition of bullying, which states that bullying is any repeated physical, psychological or sexual intimidation or aggression against a school-age person that causes harm, fear and/or sadness to the victim or group of victims.
“They are using this definition to sanction schools and teachers who turn a blind eye to bullying and cyberbullying.
“Only the Judiciary is taking responsibility for reporting what is happening to the country’s children. Everyone else appears to have been instructed to cover it up, either through the almost complete absence of bullying-related news or through an endless distraction campaign featuring ridiculous and idiotic slogans such as ‘Argentina Against Bullying’, which is nothing more than a catchy slogan with absolutely no substance.”

The World Bullying Without Borders Organization, with the assistance of its 50,000 collaborators, once again collected information on school bullying and cyberbullying from primary and secondary schools and universities throughout the country, as well as hospitals, courts involved in such cases, journalists, teachers, parents and victims.
The result is devastating: at least 140,000 serious cases of bullying and cyberbullying were recorded during the past year.
Argentina has never recorded so many cases of bullying or cyberbullying since measurements began in 2013.
During the past 12 months, there were more than 100 deaths, both suicides and homicides, related to bullying and cyberbullying.

Miglino said.
“Bullying and cyberbullying are direct causes of more than 200,000 deaths every year, whether through homicide or suicide. In other words, they take the lives of hundreds of thousands of children and young people around the world, according to a joint study by the World Health Organization, the World Bullying Without Borders Organization and the OECD.”
Bullying and cyberbullying are silent killers. They feed on three poisons: loneliness, sadness and fear.
Social media are the great allies of these unpunished killers, particularly those networks that Bullying Without Borders calls the “Four Toxic Ones”: Facebook, Twitter, Instagram and WhatsApp.

Loneliness, sadness and fear are the three poisons that feed bullying and cyberbullying.
Those poisons are killing our children and teenagers.
Where there is loneliness, let Mom and Dad bring companionship.
Where there is sadness, let the old man, the old lady — or both — bring some energy, some joy and, well, a little more life into the room.
Where there is fear, let parents stand beside their children and let teachers protect their students.
“Bullying is a silent killer that has claimed several victims while this report is being written.
“The damage caused by bullying and cyberbullying is so serious that no fewer than three Nobel Peace Prize laureates — Desmond Tutu, John Hume and Liu Xiaobo — began asking Bullying Without Borders in 2016 to take action.
“Given the striking silence of organizations such as UNESCO, UNICEF and others, it became necessary to have the courage and energy to produce a report with sufficient academic backing and clear objectivity, so that universities, governments, educational institutions and media organizations around the world could use it to create an X-ray of bullying worldwide, country by country.”

From that point on, Bullying Without Borders’ 50,000 collaborators, present on all five continents, rolled up their sleeves and got to work.
Thousands of students and professors from some of the world’s leading universities also contributed to the effort, helping document the current global situation regarding cyberbullying.

From there, through communication with hospitals that treated serious bullying incidents, doctors and nurses who had been on the front lines, police officers who responded to bullying incidents, journalists, lawyers, officials from Ministries of Education and local Education Secretariats who provided information either openly or strictly off the record, reports from criminal cases involving investigations into serious bullying situations, as well as testimony from millions of teachers, parents of victims and the voices of the victims themselves, this Second World Bullying Report took shape.
From this moment forward, we make it freely available to everyone.
Bullying and cyberbullying are silent killers that take the lives of 200,000 children and young people worldwide every year.
These killers feed on three poisons: loneliness, sadness and fear.
This report cost us a great deal of effort. But if it manages to prevent even one serious case of bullying or cyberbullying, it will have been worth it.
