El tirador, envió el escrito a sus familiares en el que se autodenominaba como el "Asesino Federal Amistoso" y revelaba su firme intención de matar a funcionarios del Gobierno de Donald Trump.
Manifiesto de Cole Tomas Allen:
"Poner la otra mejilla es para cuando uno mismo es oprimido. No soy la persona violada en un campo de detención. No soy el pescador ejecutado sin juicio".
"No soy un estudiante asesinado en una explosión, ni un niño que muere de hambre, ni una adolescente abusada por los muchos criminales de esta administración. Poner la otra mejilla cuando *otra persona* es oprimida no es un comportamiento cristiano; es complicidad en los crímenes del opresor".
“Para minimizar las bajas, también usaré perdigones en lugar de balas (menos penetración a través de las paredes). Aun así, atravesaría a casi todos aquí para llegar a los objetivos si fuera absolutamente necesario (dado que la mayoría de la gente *eligió* asistir a un discurso de un pedófilo, violador y traidor, y por lo tanto son cómplices), pero realmente espero que no llegue a ese extremo”.

Allen se burló de la “increíble” falta de seguridad en el Washington Hilton, diciendo que los agentes iraníes podrían haber traído una potencia de fuego aún más devastadora y "nadie se habría dado cuenta".

The shooter sent the document to his family, in which he referred to himself as the "Friendly Federal Killer" and revealed his firm intention to kill officials in the Donald Trump administration.
Cole Thomas Allen's Manifesto:
"Turning the other cheek is for when you yourself are oppressed. I am not the person raped in a detention camp. I am not the fisherman executed without trial."
"I am not a student killed in an explosion, nor a child dying of hunger, nor a teenager abused by the many criminals in this administration. Turning the other cheek when *another* person is oppressed is not Christian behavior; it is complicity in the crimes of the oppressor."
“To minimize casualties, I will also be using buckshot instead of bullets (less penetration through walls). Even so, I would shoot through almost everyone here to reach my targets if absolutely necessary (given that most people *chose* to attend a speech by a pedophile, rapist, and traitor, and are therefore complicit), but I really hope it doesn’t come to that.”
Lack of security at the Reporters’ Annual Dinner: Allen mocked the “unbelievable” lack of security at the Washington Hilton, saying that Iranian agents could have brought even more devastating firepower and “no one would have noticed.”
“The first thing I noticed upon entering the hotel was the arrogance.”
“I walked in with several weapons and no one there considered the possibility that I could be a threat,” he wrote.
