Jean-Luc Crucke, Belgium's Minister of Mobility, confirmed to the World Organization Bullying Without Borders that the victims were all passengers on the school minibus, which was carrying seven students from a special education secondary school and two adults: the driver and a supervisor.

Bernard Quintin, Belgium's Minister of the Interior, expressed his "dismay" at the "tragic" accident.
