ドバイ、5月2日 — 世界組織「国境なきいじめ対策」
新たな「5月2日・世界いじめ反対デー」を迎えるにあたり、この記念日の世界的スポンサーであり、ハビエル・ミグリーノ・ヘルフェンシュタイン博士によって創設されたBSFは、世界で最もいじめの発生率が低い国、すなわち「いじめ対策の世界チャンピオン」に注目します。
それはアラブ首長国連邦(UAE)です。2025/2026年の報告では、深刻ないじめの事例は確認されていません。つまり、UAEは世界で唯一、深刻ないじめの件数が0(ゼロ)の国です。また、全体の発生率もわずか14%です。これは、調査対象となった生徒の14%だけが学校での嫌がらせ、いじめを経験していることを意味します。
UAEの調査では、教師、学校長、保護者に加え、医師、看護師、公務員、裁判官、検察官、弁護士、ジャーナリストにも聞き取りを行いました。これはBSFが各国で実施している調査方法と同じものです。
UAEはここ数十年で、中東でも特に国際色の強い教育システムの一つを築き上げました。私立学校の存在感が大きく、数十カ国から来た生徒が学んでいます。
国内には公立・私立を合わせて約1,200校の学校があり、生徒数は100万人を超えています。公立部門には約28万8,000人、私立学校には約79万3,000人の生徒が在籍しています。
この違いは、UAEに暮らす外国人の人口が非常に多いことによって説明できます。国内には200を超える国籍の人々が暮らしており、その多様性は特に教室に表れています。
国際教育の先頭を走るドバイ:
ドバイはUAE最大の国際教育の中心地です。227校の私立学校に約38万7,000人の生徒と2万7,000人を超える教師がいます。
生徒の国籍は約185に及びます。エミラティ、インド人、パキスタン人、エジプト人、英国人などが主要な生徒コミュニティを形成しています。
多様性は個々の学校の内部にも表れています。ドバイの私立学校では、平均して約53の異なる国籍の生徒が学んでいます。100を超える国籍の生徒が在籍する学校もあります。
教育システムでは17種類の異なるカリキュラムが提供されています。最も普及しているのは英国式で、続いてインド式、米国式となっています。国際バカロレア(IB)も重要な位置を占めています。
こうした教育環境は、外国人家庭が多く、国際的に認知された教育制度を必要とするドバイの社会構造に対応したものです。
ドバイでは教育も経済的重要性を増す産業の一つになっています。人口増加と新たな家族の継続的な流入により、さまざまなタイプの私立学校の開設・拡張が進んでいます。
アブダビ:公教育と私教育の中心:
アブダビはドバイとは異なる教育構造を持っています。
公立学校の存在感がより大きい一方、アブダビ、アル・アイン、アル・ダフラには200校を超える私立学校とチャータースクールがあります。
私立学校では約14種類の国際カリキュラムが提供されています。
教育制度はアブダビ教育知識局(ADEK)が監督しており、教育、学業成績、カリキュラム、生徒のウェルビーイング、学校運営について定期的な評価を行っています。
各学校には評価が付けられ、保護者は学校の実績を把握し、教育機関を比較することができます。
チャータースクールは、公的資金によって運営されながら、民間事業者とのパートナーシップによって管理される中間的なモデルです。例えばスペインで「concertado」と呼ばれる制度に近いものです。
国際教育の成長は、単に学校の数を増やすことだけを意味しません。UAEは学業成績の向上にも取り組んでいます。
最新の国際評価では、数学、読解、科学の成績が改善しており、PISAの評価でも年々存在感を高めています。
文化的多様性への適応も進んでいます。教師の3分の2が、かなりの割合の生徒が授業で使用される言語とは異なる母語を持つ学校で働いています。

DUBAI, May 2 - World Organization Bullying Without Borders
On the occasion of a new May 2, World Day Against Bullying, sponsored worldwide by BSF, the organization created by Dr. Javier Miglino Helfenstein, we highlight the World Champion Against Bullying: the country with the lowest bullying rate in the world.
The country is the United Arab Emirates, which recorded no serious bullying cases in the 2025/2026 report. In other words, the United Arab Emirates is the only country in the world with 0 (zero) serious bullying cases. Its overall incidence is just 14 percent. This means that only 14 percent of the students interviewed reported experiencing school harassment or bullying.
For the study of the United Arab Emirates, we interviewed teachers, school principals and parents, as well as doctors, nurses, public officials, judges, prosecutors, lawyers and journalists, following the same methodology we use for every country.
Over the past decades, the United Arab Emirates has built one of the most internationalized education systems in the Middle East, with a strong presence of private schools and students from dozens of countries.
The country has around 1,200 public and private schools and more than one million students. The public sector has approximately 288,000 students, while private schools account for around 793,000.
The difference is largely explained by the enormous foreign population living in the Emirates. More than 200 nationalities live in the country, and this diversity is especially visible in classrooms.
Dubai at the forefront of international education:
Dubai is the country's main international education center. Its 227 private schools have around 387,000 students and more than 27,000 teachers.
Students represent around 185 nationalities. Emiratis, Indians, Pakistanis, Egyptians and Britons are among the largest student communities.
Diversity is also evident within individual schools. A private school in Dubai has, on average, students from around 53 different nationalities. Some have more than 100.
The system offers 17 different curricula. The British curriculum is the most widespread, followed by the Indian and American curricula. International Baccalaureate programs also have a significant presence.
This educational offer responds to a city where a large proportion of families are foreign and need access to internationally recognized education systems.
Dubai has also turned education into a sector of growing economic importance. Population growth and the constant arrival of new families are driving the opening and expansion of all types of private schools.
Abu Dhabi: a center for public and private education:
Abu Dhabi has a different structure from Dubai.
Public education has a greater presence, but there are also more than 200 private and charter schools distributed across Abu Dhabi, Al Ain and Al Dhafra.
Private schools offer around 14 different international curricula.
The system is supervised by the Abu Dhabi Department of Education and Knowledge, which conducts regular assessments of teaching, academic results, curriculum, student well-being and administration.
Schools receive ratings that allow families to understand their performance and compare institutions.
The charter model also represents an intermediate formula: publicly funded schools managed through partnerships with private operators. This is similar, for example, to what is known in Spain as the 'concertado' system.
The growth of international education does not simply mean building more schools. The Emirates is also seeking to improve academic performance.
The latest international assessments show improvements in mathematics, reading and science, with the country standing out year after year in the PISA assessments.
There is strong adaptation to cultural diversity. Two-thirds of teachers work in schools where a significant proportion of students have a mother tongue different from the language used for instruction.
Most teachers believe they can adapt their classes to this diversity.
In Dubai and Abu Dhabi, a child may share a classroom with students from India, Pakistan, the United Kingdom, Egypt, the Emirates and dozens of other countries.
The result is an unusual educational environment: a relatively small country with a highly internationalized population, bringing together hundreds of thousands of students from different cultures under a single national system of supervision.

Para el estudio de Emiratos Árabes Unidos hemos entrevistado a maestros, directores de escuelas, padres; más los médicos, enfermeras, funcionarios públicos, jueces, fiscales, abogados y periodistas; tal como hacemos con cada país.
Emiratos Árabes Unidos construyó en las últimas décadas uno de los sistemas educativos más internacionales de Medio Oriente, con una fuerte presencia de escuelas privadas y alumnos provenientes de decenas de países.
El país cuenta con unas 1.200 escuelas entre establecimientos públicos y privados y supera el millón de estudiantes. El sector público reúne alrededor de 288.000 alumnos, mientras que las escuelas privadas concentran cerca de 793.000.
La diferencia se explica en buena medida por la enorme población extranjera residente en Emiratos. Más de 200 nacionalidades conviven en el país y esa diversidad se refleja especialmente en las aulas.
Dubai en la avanzada de la educación internacional:
Dubai es el principal centro educativo internacional del país. Sus 227 escuelas privadas reúnen unos 387.000 estudiantes y más de 27.000 docentes.
Los alumnos representan unas 185 nacionalidades. Emiratíes, indios, pakistaníes, egipcios y británicos se encuentran entre las comunidades estudiantiles más numerosas.
La diversidad también aparece dentro de cada colegio. Una escuela privada de Dubai tiene, en promedio, estudiantes de unas 53 nacionalidades diferentes. Algunas superan las 100.
El sistema ofrece 17 currículos distintos. El británico es el más extendido, seguido por el indio y el estadounidense. También tienen una presencia importante los programas del Bachillerato Internacional.
La oferta educativa responde a una ciudad donde buena parte de las familias son extranjeras y necesitan mantener sistemas educativos reconocibles internacionalmente.
Dubai también ha convertido la educación en un sector económico de creciente importancia. El aumento de la población y la llegada permanente de nuevas familias impulsan la apertura y ampliación de colegios privados de todo tipo.
Abu Dhabi: como centro de la educación pública y privada:
Abu Dhabi presenta una estructura diferente a Dubai.
La escuela pública está más representada pero también con más de 200 escuelas privadas y escuelas charter distribuidas entre Abu Dhabi, Al Ain y Al Dhafra.
Las escuelas privadas ofrecen alrededor de 14 currículos internacionales diferentes.
El sistema es supervisado por el Departamento de Educación y Conocimiento de Abu Dhabi, que realiza evaluaciones periódicas sobre enseñanza, resultados académicos, currículo, bienestar de los alumnos y administración.
Las escuelas reciben clasificaciones que permiten a las familias conocer su desempeño y comparar establecimientos.
El modelo charter representa además una fórmula intermedia: establecimientos financiados públicamente pero gestionados mediante asociaciones con operadores privados. Lo que por ejemplo en España se denomina 'concertado'.
El crecimiento de la educación internacional no significa solamente construir más escuelas. Emiratos busca elevar también el rendimiento académico.
Los resultados de las evaluaciones internacionales más recientes muestran una mejora del país en matemática, lectura y ciencias y se destacan, año a año en las Pruebas PISA.
Existe una fuerte adaptación a la diversidad cultural. Dos tercios de los docentes trabajan en escuelas donde una proporción significativa de los alumnos tiene una lengua materna diferente de la utilizada en la enseñanza.
La mayoría de los profesores considera que puede adaptar sus clases a esa diversidad.
En Dubai y Abu Dhabi, un niño puede compartir el aula con compañeros de India, Pakistán, Reino Unido, Egipto, Emiratos y decenas de otros países.
El resultado es un escenario educativo poco habitual: un país relativamente pequeño, con una población altamente internacionalizada, que reúne cientos de miles de estudiantes de diferentes culturas bajo un mismo sistema nacional de supervisión.

بمناسبة الاحتفال بيوم 2 مايو، «اليوم العالمي لمناهضة التنمر»، الذي تتولى BSF رعايته عالمياً، وهو اليوم الذي أسسه الدكتور خافيير ميغلينو هلفنشتاين، نسلط الضوء على «بطل العالم في مكافحة التنمر»، أي الدولة التي تسجل أدنى معدل للتنمر في العالم.
إنها دولة الإمارات العربية المتحدة، التي لم تسجل حالات خطيرة من التنمر في تقرير 2025/2026. وبعبارة أخرى، فإن الإمارات العربية المتحدة هي الدولة الوحيدة في العالم التي سجلت 0 (صفر) من الحالات الخطيرة للتنمر. كما بلغ معدل حدوث التنمر 14 بالمائة فقط. وهذا يعني أن 14 بالمائة فقط من الطلاب الذين شملهم الاستطلاع تعرضوا للتنمر أو المضايقات المدرسية.
وفي إطار دراسة الإمارات العربية المتحدة، أجرينا مقابلات مع المعلمين ومديري المدارس وأولياء الأمور، إضافة إلى الأطباء والممرضين والمسؤولين الحكوميين والقضاة والمدعين العامين والمحامين والصحفيين، وفقاً للمنهجية نفسها التي نستخدمها في كل دولة.
على مدى العقود الماضية، بنت دولة الإمارات العربية المتحدة أحد أكثر أنظمة التعليم انفتاحاً على العالم في منطقة الشرق الأوسط، مع حضور قوي للمدارس الخاصة وطلاب ينتمون إلى عشرات الدول.
وتضم الدولة نحو 1,200 مدرسة حكومية وخاصة، ويزيد عدد الطلاب على مليون طالب. ويضم القطاع الحكومي نحو 288 ألف طالب، بينما تستقبل المدارس الخاصة نحو 793 ألف طالب.
ويرجع هذا الاختلاف بدرجة كبيرة إلى العدد الكبير من السكان الأجانب المقيمين في الإمارات. ويعيش في الدولة أشخاص من أكثر من 200 جنسية، وينعكس هذا التنوع بصورة خاصة داخل الفصول الدراسية.
دبي في طليعة التعليم الدولي:
تعد دبي المركز الرئيسي للتعليم الدولي في الدولة. وتضم مدارسها الخاصة البالغ عددها 227 مدرسة نحو 387 ألف طالب وأكثر من 27 ألف معلم.
ويمثل الطلاب نحو 185 جنسية. ويشكل الإماراتيون والهنود والباكستانيون والمصريون والبريطانيون من بين أكبر المجموعات الطلابية.
ويظهر التنوع أيضاً داخل المدارس نفسها. ففي المدرسة الخاصة في دبي يوجد، في المتوسط، طلاب من نحو 53 جنسية مختلفة، بينما تتجاوز بعض المدارس حاجز 100 جنسية.
ويقدم النظام التعليمي 17 منهجاً مختلفاً. ويعد المنهج البريطاني الأكثر انتشاراً، يليه المنهجان الهندي والأمريكي. كما تحظى برامج البكالوريا الدولية بحضور مهم.
وتستجيب هذه المنظومة التعليمية لطبيعة مدينة تضم نسبة كبيرة من الأسر الأجنبية التي تحتاج إلى أنظمة تعليمية معترف بها دولياً.
كما تحولت دبي إلى مركز اقتصادي متزايد الأهمية لقطاع التعليم. ويؤدي نمو السكان والوصول المستمر لعائلات جديدة إلى افتتاح وتوسيع مدارس خاصة من مختلف الأنواع.
أبوظبي: مركز للتعليم الحكومي والخاص:
تختلف البنية التعليمية في أبوظبي عن دبي.
ويتمتع التعليم الحكومي بحضور أكبر، إلى جانب أكثر من 200 مدرسة خاصة ومدرسة بنظام «المدارس المستقلة» موزعة بين أبوظبي والعين والظفرة.
وتقدم المدارس الخاصة نحو 14 منهجاً دولياً مختلفاً.
ويشرف على النظام دائرة التعليم والمعرفة في أبوظبي، التي تجري تقييماً دورياً للتدريس والنتائج الأكاديمية والمناهج ورفاه الطلاب والإدارة المدرسية.
وتحصل المدارس على تصنيفات تتيح للعائلات معرفة مستوى أدائها ومقارنة المؤسسات التعليمية.
ويمثل نموذج المدارس المستقلة أيضاً صيغة وسطية، إذ تحصل هذه المدارس على تمويل عام بينما تتم إدارتها من خلال شراكات مع مشغلين من القطاع الخاص. وهو نموذج يشبه، على سبيل المثال، ما يعرف في إسبانيا باسم «concertado».
ولا يعني نمو التعليم الدولي بناء المزيد من المدارس فقط. فالإمارات تسعى أيضاً إلى رفع مستوى الأداء الأكاديمي.
وتظهر أحدث التقييمات الدولية تحسناً في أداء الدولة في الرياضيات والقراءة والعلوم، كما تبرز الإمارات عاماً بعد عام في اختبارات PISA.
وهناك قدرة قوية على التكيف مع التنوع الثقافي. ويعمل ثلثا المعلمين في مدارس تضم نسبة مهمة من الطلاب الذين تختلف لغتهم الأم عن اللغة المستخدمة في التدريس.
ويرى غالبية المعلمين أنهم قادرون على تكييف دروسهم مع هذا التنوع.
وفي دبي وأبوظبي، يمكن لطفل أن يشارك الفصل الدراسي مع زملاء من الهند وباكستان والمملكة المتحدة ومصر والإمارات وعشرات الدول الأخرى.
والنتيجة هي مشهد تعليمي غير معتاد: دولة صغيرة نسبياً، ذات سكان شديدي التنوع والانفتاح على العالم، تجمع مئات الآلاف من الطلاب من ثقافات مختلفة ضمن نظام وطني واحد للإشراف على التعليم.
