U.S. President Donald Trump said the United States could provide military protection to commercial vessels transiting the Strait of Hormuz in exchange for a 20 percent fee on the value of the cargo carried through the strategic waterway.
"From now on, the United States will be known as the 'GUARDIAN OF THE STRAIT OF HORMUZ.' In the interest of fairness, it will be reimbursed through a 20 percent fee on all cargo transported for the costs required to ensure security in one of the world's most volatile regions," Trump wrote in a post on Truth Social.
The proposal does not explain how such a fee would be calculated, collected or enforced, nor does it specify the legal framework under which it could be implemented.
Maritime industry analysts say a surcharge of that magnitude would likely face strong resistance from shipping companies. Freight, insurance and port operations generally account for 2 to 3 percent of the value of transported goods.
"A fixed 20 percent charge would be extremely difficult for shipping companies to absorb. In addition, insurers could refuse to provide coverage for vessels transiting the Strait of Hormuz if security risks remain unacceptable, regardless of any U.S. protection. That would leave international trade at a standstill," said Dr. Javier Miglino Helfenstein, international affairs expert and Director of the JMH International Consortium of Journalists.
