アルゼンチンで衝撃の捜査 移民手続きの不正疑惑でコロンビア人医師101人を特定

アルゼンチンで、必要な在留・移民関連書類を適切に整えないまま、医療専門職として活動しようとしていた疑いのあるコロンビア人医師101人が特定された。
連邦警察の反マフィア部門は、国家移民局の職員3人を逮捕した。連邦司法当局は、コロンビア人医師がアルゼンチンに定住し、現行の規定を満たさないまま医療行為を行えるよう、移民記録を偽造していた疑いがあるとしている。こうした行為は公衆衛生を危険にさらす可能性がある。
この事件の捜査は、ロマス・デ・サモラ連邦裁判所第1法廷に告発が提出されたことを受け、今年6月に始まった。
捜査によると、コロンビア人医師が法律で定められた最低滞在期間を満たさなくてもアルゼンチンの合法的な居住資格を取得できるよう、移民記録が偽造されていたという。これにより、同国に定住して医師として活動することが可能になっていた。これまでに、この不正行為に関与した疑いのあるコロンビア人101人が特定されている。
ビジェナ判事の申し立てによれば、移民局職員3人だけで行われていたわけではない。事件ではさらに4人が逮捕されており、その中には組織とコロンビア人との間の連絡役を務めていたとされるパラグアイ人女性2人も含まれている。
ブエノスアイレス自治市、ビジャ・バジェステル、モレノでは計10カ所の家宅捜索が行われた。14台の携帯電話、3台の車両、6台のノートパソコン、2台のハードディスク、4本のUSBメモリ、5,000ドル以上の現金、さらに複数の居住証明書が押収された。
捜査対象となっている容疑は、公務員の職務義務違反、贈収賄、文書内容の虚偽記載、権限乱用など。

A total of 101 Colombian doctors have been identified after allegedly attempting to work in Argentina as healthcare professionals without having their immigration documentation properly regularized in the country.
The Federal Police's Anti-Mafia Department arrested three employees of the National Migration Directorate. Federal prosecutors accuse them of a troubling offense: falsifying immigration records to assist Colombian doctors seeking to settle in Argentina and practice medicine without complying with current regulations, potentially putting public health at risk.
The case began to be investigated last June following a complaint filed with Federal Court No. 1 of Lomas de Zamora.
According to the investigation, immigration records were falsified so that Colombian doctors could obtain legal residency in Argentina without meeting the minimum periods of stay required by law. This allowed them to settle in the country and practice their profession. So far, 101 Colombian citizens have been identified as allegedly involved in the scheme.
The three Migration Directorate employees were not acting alone, according to Judge Villena's allegations. Four other people have been arrested in the case, including two Paraguayan women who allegedly served as links between the organization and the Colombian citizens.
Ten raids were carried out in the Autonomous City of Buenos Aires, Villa Ballester and Moreno. Authorities seized 14 mobile phones, three vehicles, six laptops, two hard drives, four USB flash drives, more than US$5,000, as well as several residency certificates.
The offenses under investigation include breach of public officials' duties, bribery, ideological falsification and abuse of authority.

101 médicos colombianos fueron identificados cuando presuntamente intentaban actuar en la República Argentina como profesionales de la salud sin contar con la documentación migratoria regularizada en el país.
A total of 101 Colombian doctors have been identified after allegedly attempting to work in Argentina as healthcare professionals without having their immigration documentation properly regularized in the country.
El Departamento Antimafia de la Policía Federal arrestó a tres empleados de la Dirección Nacional de Migraciones. La Justicia federal los acusa de un delito inquietante: falsificar registros migratorios para favorecer a médicos colombianos que buscaban instalarse en el país para ejercer como médicos sin cumplir con la reglamentación vigente, poniendo potencialmente en riesgo la salud pública.
El caso comenzó a ser investigado en junio último, luego de una denuncia presentada ante el Juzgado Federal N.º 1 de Lomas de Zamora.
Según la investigación, los registros eran falsificados para que los médicos colombianos obtuvieran la residencia legal en Argentina sin cumplir con los períodos mínimos de permanencia exigidos por la ley. De esta manera, podían radicarse en el país y ejercer su profesión. Hasta el momento, fueron individualizados 101 ciudadanos colombianos presuntamente involucrados en la maniobra.
Los tres empleados de Migraciones no estaban solos, según la acusación del juez Villena. Hay otros cuatro detenidos en la causa, entre ellos dos mujeres paraguayas que presuntamente actuaban como enlaces entre la organización y los ciudadanos colombianos.
Se realizaron diez allanamientos en la Ciudad Autónoma de Buenos Aires, Villa Ballester y Moreno. Fueron secuestrados 14 teléfonos celulares, tres vehículos, seis notebooks, dos discos rígidos, cuatro pendrives, más de 5.000 dólares y varios certificados de residencia.
Los delitos investigados son violación de los deberes de funcionario público, cohecho, falsedad ideológica y abuso de autoridad.
