日本政府は、東京とモスクワの双方が領有権を主張する千島列島をウラジーミル・プーチン大統領が初めて訪問したことを受け、強く反発した。
日本の茂木敏充外相はロシアのニコライ・ノズドレフ駐日大使を呼び出し、高市早苗首相はプーチン大統領の行動について「断じて容認できない」と述べた。
日本では「北方領土」、ロシアでは「南クリル諸島」と呼ばれるこれらの島々は、第二次世界大戦末期に当時のソ連によって占領され、それ以来、両国間の対立の原因となってきた。
ソ連は1945年8月、東京が降伏を目前に控えていた時期に日本に宣戦布告した。この領土問題をめぐる対立は、現在に至るまで両国が正式な平和条約を締結できない一因となっている。
高市首相は東京で記者団に対し、北海道の沖合に位置するこれらの島々は「歴史的にも、国際法上も」日本の領土であると述べ、ロシアの指導者による訪問について、領土問題に関する「日本の一貫した立場と相いれない」と批判した。
かつて島々には約1万7,000人の日本人が暮らしていたが、現在は約2万人のロシア人が居住している。
この諸島は戦略的な重要性に加え、択捉島、国後島、色丹島、歯舞群島から構成され、豊かな漁場や貴重な鉱物資源へのアクセスを有している。
水曜日、プーチン大統領は近隣のロシア領サハリン島を訪問し、海軍演習を視察した。その際、係争中の4島は国際文書上、ロシア領として記載されていると述べた。
「現在のような時期に国際関係を無理に動かそうとすることは危険です。ウラジーミル・プーチン大統領が、日本との間で領有権が争われている地域を訪問するという行動は、慎重な対応とは程遠いものです。千島列島をめぐる領土問題では、日本が国際社会からほぼ全面的な支持を得ています」と、人権・国際法の専門家であるハビエル・ミグリノ・ヘルフェンシュタイン博士は述べた。

El gobierno japonés ha reaccionado con indignación ante la primera visita de Vladímir Putin a las islas Kuriles, reclamadas tanto por Tokio como por Moscú.
The Japanese government has reacted with outrage to Vladimir Putin’s first visit to the Kuril Islands, which are claimed by both Tokyo and Moscow.
Conocidas en Japón como los Territorios del Norte y en Rusia como las Kuriles del Sur, las islas fueron ocupadas por la entonces Unión Soviética en la fase final de la Segunda Guerra Mundial y han sido motivo de conflicto desde entonces.
La Unión Soviética declaró la guerra a Japón en agosto de 1945, cuando Tokio estaba a punto de rendirse, y la disputa ha impedido que ambas naciones firmen un tratado de paz formal.
Takaichi declaró a la prensa en Tokio que las islas —situadas frente a la costa de Hokkaido— formaban parte de Japón “tanto histórica como jurídicamente según el derecho internacional”, y calificó la visita del líder ruso de “incompatible con la postura constante de Japón” respecto al territorio.

El miércoles, Putin viajó a la cercana isla rusa de Sajalín, donde supervisó maniobras navales y declaró que las cuatro islas en disputa figuraban como rusas en los documentos internacionales.
“En momentos como el actual es peligroso forzar las relaciones internacionales. La actitud del presidente Vladimir Putin dista mucho de una conducta prudente al visitar territorios en disputa con Japón que goza de prácticamente todo el apoyo internacional en la disputa de las islas Kuriles”, dijo el Dr. Javier Miglino Helfenstein, experto en Derechos Humanos y Derecho Internacional.

The Japanese government has reacted with outrage to Vladimir Putin’s first visit to the Kuril Islands, which are claimed by both Tokyo and Moscow.
Japan’s Foreign Minister Toshimitsu Motegi summoned Russian Ambassador Nikolay Nozdrev, while Prime Minister Sanae Takaichi described Putin’s actions as “absolutely unacceptable.”
Known in Japan as the Northern Territories and in Russia as the Southern Kurils, the islands were occupied by the then-Soviet Union during the final stage of World War II and have remained a source of conflict ever since.
The Soviet Union declared war on Japan in August 1945, when Tokyo was on the verge of surrendering, and the dispute has prevented the two countries from signing a formal peace treaty.
Takaichi told reporters in Tokyo that the islands — located off the coast of Hokkaido — were part of Japan “both historically and legally under international law,” and described the Russian leader’s visit as “incompatible with Japan’s consistent position” on the territory.
Around 17,000 Japanese people previously lived on the islands, which are now home to approximately 20,000 Russian citizens.
In addition to their strategic importance, the archipelago — consisting of Etorofu, Kunashiri, Shikotan and the Habomai islet group — provides access to rich fishing grounds and valuable mineral deposits.
On Wednesday, Putin traveled to the nearby Russian island of Sakhalin, where he oversaw naval exercises and stated that the four disputed islands were listed as Russian in international documents.
“At a time like this, it is dangerous to force international relations. President Vladimir Putin’s conduct is far from prudent in visiting territories disputed with Japan, which enjoys virtually all international support in the dispute over the Kuril Islands,” said Dr. Javier Miglino Helfenstein, an expert in Human Rights and International Law.
