A three-year investigation conducted by the World Bullying Without Borders Organization has revealed that Facebook has failed to detect and remove in a timely manner content posted by Colombian paramilitary groups (Clan del Golfo, FARC, drug trafficking groups) that carried out thousands of posts aimed at recruiting minors.
Taking into account the power of Facebook, which reaches a child’s or adolescent’s phone in their own bedroom, at school, in the library or at a friend’s house, 24 hours a day, this element requires particular attention. The publication of a single piece of content from a Colombian paramilitary group, with one or two photos, a message such as “get rich quick” and a contact channel, can allow several minors to be recruited. BSF therefore estimates that between 2,000 and 6,000 boys and girls under the age of 18 fell into the hands of Colombian drug trafficking networks and terrorist paramilitary organizations between 2022 and 2025.
Almost 50 percent are girls:
There is a slight majority of boys, while the remainder are girls who, if they fall into the recruitment networks of drug trafficking groups and armed organizations, will face a high likelihood of becoming victims of sexual abuse.
Meta Latam told BSF that “our policies prohibit the distribution of this type of content and that, after being alerted, we removed profiles containing explicit content from armed groups, including recruitment offers.”
Obviously, the removal of recruitment content targeting boys and girls comes too late and is inadequate, sources linked to the BSF International Multidisciplinary Team said.
Drones as a starting point:
BSF has now been able to confirm the presence of Facebook posts, prior to their removal, in which armed groups in Colombia were searching for “geniuses” willing to operate drones from their screens, “with no risk” and “making a lot of money.”
The Colombian government has not yet contacted BSF.

Una investigación de tres años desarrollada por la Organización Mundial Bullying Sin Fronteras puso al descubierto que Facebook no ha logrado detectar y eliminar en tiempo y forma contenido de grupos paramilitares colombianos (Clan del Golfo, FARC, narco) que llevaron a cabo miles de publicaciones para reclutar a menores de edad.

Casi el 50 por ciento son niñas:
Hay una pequeña mayoría de muchachos y el resto son chicas que, en caso de caer en las redes de reclutamiento del narcotráfico y de organizaciones armadas, serán víctimas de abuso sexual con un elevado porcentaje de certeza.
Meta Latam ha manifestado a BSF que “nuestras políticas prohíben la difusión de ese tipo de contenido y que, tras ser advertidos, removieron los perfiles que tenían contenido explícito de los grupos armados, incluyendo ofertas de reclutamiento”.
Obviamente, la remoción de contenido de reclutamiento para chicos y chicas llega tarde y mal, opinaron fuentes ligadas al Equipo Multidisciplinario Internacional de BSF.
Los drones como punto de partida:
En la actualidad BSF ha podido constatar la presencia de publicaciones en Facebook, previo a ser removidas, que colocaban a los grupos armados en Colombia en la búsqueda de “genios” que se animen a operar drones desde sus pantallas; “sin ningún riesgo” y “ganando mucho dinero”.
El gobierno de Colombia aún no se ha comunicado con BSF.

世界いじめ撲滅機構が3年間にわたって実施した調査により、Facebookが、未成年者の勧誘を目的として数千件の投稿を行っていたコロンビアの武装準軍事組織（クラン・デル・ゴルフォ、FARC、麻薬組織）によるコンテンツを、適時に検知・削除できていなかったことが明らかになった。
Facebookが持つ影響力を考えると、この問題は特に注視する必要がある。Facebookは、子どもや青少年が自分の部屋、学校、図書館、友人の家などにいる場合でも、24時間にわたってその携帯電話に入り込むことができる。コロンビアの武装準軍事組織による投稿が1件だけであっても、写真1～2枚、「簡単に金持ちになろう」といったメッセージと連絡手段が掲載されていれば、複数の未成年者を勧誘することが可能になる。このためBSFは、2022年から2025年の間に、2,000人から6,000人の未成年の少年少女が、コロンビアの麻薬組織およびテロリスト系準軍事組織の勧誘網に取り込まれたと推定している。
約50％が少女：
わずかに少年が多く、残りが少女となっている。少女たちは、麻薬組織や武装組織の勧誘網に取り込まれた場合、高い確率で性的虐待の被害者になるとみられる。
Meta LatamはBSFに対し、「当社のポリシーでは、この種のコンテンツの拡散を禁止しており、通報を受けた後、武装組織による明示的なコンテンツを含むプロフィールを削除した。これには勧誘の申し出も含まれる」と説明した。
BSF国際学際チームに関係する関係者は、少年少女を対象とした勧誘コンテンツの削除は、明らかに遅く、不十分な対応だったと指摘した。
出発点としてのドローン：
現在、BSFは、削除される前のFacebook上に、コロンビアの武装組織が画面越しにドローンを操作する「天才」を探していた投稿が存在していたことを確認している。投稿には「何のリスクもなく」「大金を稼げる」といった内容が含まれていた。
コロンビア政府は、現時点でBSFに連絡していない。
