The Madrid regional government has put up for sale a luxury 485-square-meter penthouse on Paseo del General Martínez Campos in the Chamberí district after purchasing it for 6.3 million euros, a sum of more than $7 million at current exchange rates.

MADRID, Aug. 7 — International Consortium of Journalists JMH

The Madrid regional government has put up for sale a luxury 485-square-meter penthouse on Paseo del General Martínez Campos in the Chamberí district after purchasing it for 6.3 million euros, a sum of more than $7 million at current exchange rates.

The transaction has come under strong political scrutiny because public funds were used to acquire the property and because of the purpose announced for the purchase. The government of Isabel Díaz Ayuso said the property would be used temporarily as an office while renovation work was carried out at the Royal Post Office building. However, the penthouse is classified for residential use and was not authorized to operate as an office, one of the central points of the controversy.

The question at the heart of the case is straightforward: why were more than $7 million in public funds used to purchase a luxury apartment intended to serve as an office when it was not authorized for that purpose?

The controversy intensified after the property was put back on the market only months after it was acquired. The transaction has raised questions over the need for the purchase, the transparency of the procedure and the intended use of the property.

The case has also been compared in political debate with the proceedings involving Brazilian President Luiz Inácio Lula da Silva over a luxury triplex apartment in Guarujá. Lula was convicted of corruption and spent 580 days in prison, although the convictions were later annulled by Brazil's Supreme Federal Court on grounds related to the jurisdiction of the court that handled the case.

The comparison does not mean that the two cases are legally equivalent. The common issue in the political debate is the use of real estate and public resources or assets connected to political power, and the explanations demanded when a high-value transaction becomes surrounded by controversy.
