BRUSSELS, September 22 — World Bullying Without Borders Organization

The European Union is proposing restrictions on social media access for children under 13 amid growing concern over children’s mental health. The initiative follows the model adopted by France, which implemented similar measures several months ago.

The initiative, known as the EU KIDS Act, also establishes 15 as the minimum age for a minor to have an independent account on certain social media networks and video-sharing platforms. The proposal, which the World Bullying Without Borders Organization has obtained access to, must be examined and approved by the European Parliament and the Member States before it can become law.

European Commission President Ursula von der Leyen said that digital platforms must assume greater responsibility for the risks faced by children.

After years of continuous work, the World Bullying Without Borders Organization has succeeded in ensuring that the European debate finally recognizes that there is a clear link between adolescent psychological suffering, peer violence and the digital environment. Bullying and cyberbullying are no longer exclusively school-based problems; they have now become global public health and child and adolescent protection issues.

Since 2016, BSF has followed research on bullying, cyberbullying, mental illness and adolescent suicide being conducted in Spain, France, Germany, Portugal, Italy, the Netherlands and Belgium. Although not all of these studies establish causality between social media, bullying and suicide — because suicide is multifactorial — an increasing number of voices are asking us to continue this fight, because it is no longer possible to ignore the fact that violence, humiliation and social pressure — or loneliness, sadness and fear — no longer end at the school gates and instead follow children and adolescents throughout their lives through their phones.

La Unión Europea propone limitar las redes sociales para menores de 13 años ante la creciente preocupación por la salud mental infantil. El planteo sigue el modelo de Francia, que ha implementado medidas similares hace unos meses.

La iniciativa, denominada EU KIDS Act, establece además los 15 años como edad mínima para que un menor pueda disponer de una cuenta autónoma en determinadas redes sociales y plataformas de distribución de videos. La propuesta, a la que ha tenido acceso la Organización Mundial Bullying Sin Fronteras, deberá ser examinada y aprobada por el Parlamento Europeo y los Estados miembros antes de convertirse en legislación.

La presidenta de la Comisión Europea, Ursula von der Leyen, sostuvo que las plataformas digitales deben asumir una mayor responsabilidad frente a los riesgos que enfrentan los menores.

Después de años de trabajo continuo, la Organización Mundial Bullying Sin Fronteras ha logrado que la discusión europea por fin reconozca que existe un claro vínculo entre el sufrimiento psicológico adolescente, la violencia entre pares y el entorno digital. El bullying y el ciberbullying ya no son un problema exclusivamente escolar; se han convertido hoy en un problema de salud pública y de protección infantil y adolescente de alcance mundial.

BSF acompaña desde el año 2016 las investigaciones sobre bullying, ciberbullying, enfermedad mental y suicidio adolescente que se llevan a cabo en España, Francia, Alemania, Portugal, Italia, Países Bajos y Bélgica. Aunque no todas demuestran causalidad entre redes sociales, bullying y suicidio —porque este último es multicausal—, cada vez son más las voces que nos piden que sigamos adelante con esta lucha, porque ya no es posible ocultar que la violencia, la humillación y la presión social —o la soledad, la tristeza y el miedo— terminan saliendo de la escuela y pasan a acompañar al niño o adolescente durante todo el tiempo a través de su teléfono.

Die Europäische Union schlägt angesichts der wachsenden Sorge um die psychische Gesundheit von Kindern Einschränkungen für die Nutzung sozialer Netzwerke durch Kinder unter 13 Jahren vor. Der Vorstoß folgt dem Modell Frankreichs, das vor einigen Monaten ähnliche Maßnahmen eingeführt hat.

Die Initiative mit dem Namen EU KIDS Act legt außerdem 15 Jahre als Mindestalter für ein eigenständiges Konto Minderjähriger bei bestimmten sozialen Netzwerken und Video-Plattformen fest. Der Vorschlag, zu dem die Weltorganisation Bullying Sin Fronteras Zugang erhalten hat, muss noch vom Europäischen Parlament und den Mitgliedstaaten geprüft und gebilligt werden, bevor er Gesetzeskraft erlangen kann.

Die Präsidentin der Europäischen Kommission, Ursula von der Leyen, erklärte, digitale Plattformen müssten mehr Verantwortung für die Risiken übernehmen, denen Minderjährige ausgesetzt sind.

Seit 2016 begleitet BSF Forschungsarbeiten zu Mobbing, Cybermobbing, psychischen Erkrankungen und Suizid unter Jugendlichen in Spanien, Frankreich, Deutschland, Portugal, Italien, den Niederlanden und Belgien. Auch wenn nicht alle Untersuchungen einen kausalen Zusammenhang zwischen sozialen Netzwerken, Mobbing und Suizid nachweisen — denn Suizid ist multifaktoriell —, fordern uns immer mehr Stimmen dazu auf, diesen Kampf fortzusetzen. Denn es lässt sich nicht länger verbergen, dass Gewalt, Demütigung und sozialer Druck — ebenso wie Einsamkeit, Traurigkeit und Angst — nicht mehr mit dem Verlassen der Schule enden, sondern Kinder und Jugendliche über ihr Smartphone ständig begleiten.
