BSF PROPOSES FROM GENEVA AN INTERNATIONAL AGENCY TO CONTROL ARTIFICIAL INTELLIGENCE

EUROPE AND THE UNITED NATIONS MOVE TOWARD INTERNATIONAL AI OVERSIGHT — DAYS AFTER BSF PRESENTED ITS PROPOSAL IN SWITZERLAND

GENEVA, October 7 — WORLD ORGANIZATION BULLYING WITHOUT BORDERS

On September 14, 2026, from Geneva, the World Organization Bullying Without Borders (BSF) publicly proposed the urgent creation of an international regulatory body for Artificial Intelligence, modeled on the institutional experience of the International Atomic Energy Agency.

The proposal called for an AI Control Organization whose central mission would be to promote the peaceful, safe and protected use of Artificial Intelligence, protect against abuses, verify beneficial uses of AI and work with Member States and international partners. BSF also proposed regular-budget and technical-cooperation funds, voluntary contributions, annual IPSAS financial statements and external audits.

BSF published the proposal in Spanish, English, Japanese, French and German.

Its message was direct:

The time is today.

THEN THE INTERNATIONAL DEBATE MOVED

Seven days later, on September 21, Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre launched an international call for stronger control of frontier AI models.

The appeal stated that AI must remain under human direction, oversight and control and called on UN Member States to explore the creation of an international institution capable of setting standards, enabling verification and convening states when technological capability thresholds are crossed.

Among the original supporters were the leaders of Germany, Spain, the Netherlands, Ireland, Denmark, Estonia, Latvia and the European Commission, represented by Ursula von der Leyen.

The chronology is striking.

September 14: BSF proposes from Geneva an international AI Control Organization.

September 21: European and other world leaders call for stronger international control of frontier AI and propose exploring an international institution.

September 22: UN Secretary-General António Guterres publicly backs the Finland-Norway initiative and its call to reinforce control of advanced AI models and explore an international institution to establish common rules.

September 23: The United Nations Security Council discusses AI and international security. Leading AI executives and experts call for greater international cooperation and oversight; France supports the idea of an international AI oversight body modeled on the IAEA.

EUROPE ENTERS THE CONTROL ROOM

The European Union is also developing its own regulatory and supervisory architecture under the AI Act, giving the European Commission's AI Office and national authorities implementation and enforcement responsibilities.

The European approach is regional rather than global.

The BSF proposal is different: an international organization specifically dedicated to the control and safe use of Artificial Intelligence.

The two models should not be confused.

But their convergence around one central question is impossible to miss:

Artificial Intelligence cannot simply be left without meaningful human control.

BSF does not claim that European governments or the United Nations adopted its proposal.

There is no evidence establishing that the September 14 BSF publication caused the initiatives that followed.

Within the following days, European leaders, the European Commission and the United Nations moved publicly toward stronger international oversight of advanced AI and, in the Finland-Norway initiative, toward exploring an international institution.
