WORLD ORGANIZATION BULLYING SIN FRONTERAS

More than 22,000 emails from five continents, individually reviewed by the World Organization Bullying Sin Fronteras, reflect a growing demand: the creation of an international body dedicated to promoting, monitoring and strengthening safety and prevention standards.

The messages came from countries including the United States, Spain, France, Argentina, Morocco, the United Arab Emirates and Australia.

Public concerns cover a wide range of areas, including aviation safety, transportation, educational institutions, public spaces, human rights and the protection of human life.

In response to this demand, the World Organization Bullying Sin Fronteras is launching the INTERNATIONAL OBSERVATORY FOR SAFETY AND PREVENTION, an independent initiative designed to document risks, investigate tragedies, identify prevention failures and make recommendations to public and private institutions.

The project is based on a fundamental principle: safety must not depend on chance, and tragedies must not be treated as inevitable events.

The Observatory will seek to promote transparency, institutional accountability and international cooperation, without replacing the legal responsibilities and powers of regulatory authorities in individual countries.

"The world needs a serious institution that listens, investigates and works to prevent tragedies. Protecting human life must be an international priority."

The initiative is taking shape in response to a growing demand from citizens across different regions of the world.

SEVEN AREAS OF ACTION

The initiative proposes working across seven major fields:

  1. Aviation Safety: accidents, private flights, commercial transportation, maintenance and the protection of passengers and flight crews.

  2. Road and Transportation Safety: accidents, infrastructure and the prevention of avoidable deaths.

  3. Educational Safety: bullying, cyberbullying, school violence and the protection of children and adolescents.

  4. Healthcare Safety: medical risks, institutional failures and patient protection.

  5. Occupational and Industrial Safety: accidents, inspections, prevention and institutional accountability.

  6. Digital Safety: cyberbullying, threats, exploitation and user protection.

  7. Public Safety and Disaster Prevention: fires, structural collapses, emergencies and disasters.

INVESTIGATE, PREVENT AND DEMAND ACCOUNTABILITY

The Observatory will seek to document tragedies, investigate their circumstances, identify risks and potential prevention failures, produce international reports and make recommendations to public and private institutions.

It will also work to receive documented reports from citizens in different countries and promote cooperation with specialists, safety organizations and regulatory authorities.

Its approach will be independent. It will not replace the legal powers of inspection, regulation or enforcement vested in the authorities of each country.

As an initial step, BSF proposes preparing the 2026 INTERNATIONAL REPORT ON CITIZEN DEMANDS FOR SAFETY AND PREVENTION, based on the more than 22,000 emails received. The report will examine the countries of origin, the main public concerns and the proposals submitted, while protecting the privacy of those who contacted the organization.

AN INITIATIVE THAT SEEKS TO TRANSCEND BORDERS

The proposal is not limited to bullying or aviation accidents. It aims to build an international framework for monitoring and prevention, capable of addressing different risks affecting the daily lives of millions of people.

The World Organization Bullying Sin Fronteras believes that safety must be a permanent international priority, not merely a concern that emerges after a tragedy has occurred.

The project is founded on one conviction:

HUMAN LIFE IS NON-NEGOTIABLE. SAFETY MUST BE GUARANTEED.
