THE BUENOS AIRES DECLARATION

Fourteen years have passed since the creation of Bullying Sin Fronteras.
Fourteen years in which the world changed.
Fourteen years in which technology changed.
Fourteen years in which bullying and cyberbullying changed.
But the principles that gave birth to Bullying Sin Fronteras did not change.
Not one iota.
On May 2, 2012, in Buenos Aires, Argentina, Dr. Javier Miglino and an international multidisciplinary team founded the organization that would become the WORLD ORGANIZATION BULLYING WITHOUT BORDERS.
Psychiatrists, pediatricians, physicians, psychologists, educational psychologists, educators, journalists and economists came together around one simple idea:
If bullying does not rest, help must not rest either.
The name was chosen because there could be no borders when it came to protecting a child or adolescent suffering from bullying.
If bullying could reach a child in a remote place, help had to be able to reach that child as well.
There would be no borders.
No distance.
No time zone.
No excuse.
From the beginning, Bullying Sin Fronteras established another principle that remains unchanged:
It does not charge, and it will never charge, for what it does or publishes.
Its research, studies, reports, statistics, definitions and information are made available freely and without charge.
Knowledge concerning the protection of children and adolescents cannot be treated as merchandise.
When the work of Bullying Sin Fronteras is cited by a court, a university, a researcher, a journalist, an institution or a government, the organization does not receive money for that citation.
It receives something more important:
prestige, recognition and the knowledge that its work has been useful.
That is the principle.
That is the way.
That is what was decided in Buenos Aires on May 2, 2012.
THE MESSAGE TO CHILDREN AND ADOLESCENTS
To every child or adolescent who suffers bullying, the founding declaration promised something simple and profound:
You are not alone.
When the night becomes dark and long, when fear, sadness and loneliness seem impossible to overcome, Bullying Sin Fronteras will be there to accompany, defend and support those who need help.
The organization was conceived as a friend of the soul:
A fraternal embrace that comforts and accompanies.
And a strong arm that protects and defends.
THE THREE ENEMIES
The founding declaration identified three great dangers that can accompany bullying:
Loneliness.
Sadness.
Fear.
Against them, Bullying Sin Fronteras placed its work, its voice and its commitment.
Because the first Human Right is the Right to Life.
And because there can be no silence in the face of violence against children and adolescents.
THE MESSAGE TO THOSE WHO BULLY
The declaration was equally clear toward those who attack, humiliate, threaten or participate in covering up violence.
Bullying Sin Fronteras would not remain silent.
It would not rest while bullying and cyberbullying continued to spread across the Americas, Europe, Asia, Africa and Oceania.
Nor would it ignore the new forms of harassment created by the digital world: trolls, haters, social networks and the cyberspace of the future.
DAN OLWEUS
The declaration also recognized Professor Dan Olweus, the Swedish-Norwegian pioneer who identified and scientifically studied bullying.
The founding idea was expressed with a simple image:
Dan Olweus discovered the disease.
We must find the cure.
ORANGE
The color orange was chosen as the global color of Bullying Sin Fronteras.
Orange became a symbol of strength, visibility, hope and commitment.
Orange is our color, now and always.
MAY 2 — WORLD BULLYING DAY
One year after the founding of Bullying Sin Fronteras, on May 2, 2013, Dr. Javier Miglino created May 2 — World Anti-Bullying Day, a date that would become part of the organization's international identity.
The message was direct:
Enough violence.
And the commitment was universal:
Protect life.
Protect childhood.
Protect adolescence.
FOURTEEN YEARS LATER
The world changed.
Bullying changed.
Cyberbullying changed.
Technology changed.
But the founding principles remain.
The organization continues to investigate, document and prevent.
It continues to defend the right of children and adolescents to live without violence.
It continues to make its work available freely.
And it continues to believe that no child should face the darkness of bullying alone.
The Declaration of Buenos Aires remains the foundation.
It was not rewritten to adapt to fashion.
It was not altered to accommodate interests.
It was not changed to become more convenient.
Fourteen years later, it remains intact.
Not one iota changed.
THE ORIGINAL COMMITMENT
If bullying does not rest, help will not rest either.
If bullying crosses borders, help will cross them too.
If a child cries for help in the Americas, Europe, Asia, Africa or Oceania, that cry deserves to be heard.
And if the world becomes increasingly digital, the commitment must reach cyberspace as well.
This is why Bullying Sin Fronteras exists.
Not for money.
Not for privilege.
Not for power.
But to investigate.
To document.
To prevent.
To defend.

Quatorze années se sont écoulées depuis la création de Bullying Sin Fronteras.
Quatorze années durant lesquelles le monde a changé.
Quatorze années durant lesquelles la technologie a changé.
Quatorze années durant lesquelles le harcèlement et le cyberharcèlement ont changé.
Mais les principes qui ont donné naissance à Bullying Sin Fronteras n'ont pas changé.
Pas d'un iota.
Le 2 mai 2012, à Buenos Aires, en Argentine, le Dr Javier Miglino et une équipe internationale pluridisciplinaire ont fondé l'organisation qui allait devenir l'ORGANISATION MONDIALE HARCÈLEMENT SANS FRONTIÈRES.
Des psychiatres, des pédiatres, des médecins, des psychologues, des psychologues scolaires, des enseignants, des journalistes et des économistes se sont réunis autour d'une idée simple :
Si le harcèlement ne se repose pas, l'aide ne doit jamais se reposer non plus.
Le nom a été choisi parce qu'il ne pouvait exister de frontières lorsqu'il s'agissait de protéger un enfant ou un adolescent victime de harcèlement.
Si le harcèlement pouvait atteindre un enfant dans un lieu isolé, l'aide devait pouvoir atteindre cet enfant également.
Il n'y aurait pas de frontières.
Pas de distance.
Pas de fuseau horaire.
Pas d'excuse.
Dès sa création, Bullying Sin Fronteras a établi un autre principe qui demeure inchangé :
Elle ne fait pas payer et ne fera jamais payer ce qu'elle fait ou ce qu'elle publie.
Ses recherches, ses études, ses rapports, ses statistiques, ses définitions et ses informations sont accessibles librement et gratuitement.
Les connaissances destinées à protéger les enfants et les adolescents ne peuvent pas être considérées comme une marchandise.
Lorsque le travail de Bullying Sin Fronteras est cité par un tribunal, une université, un chercheur, un journaliste, une institution ou un gouvernement, l'organisation ne reçoit pas d'argent pour cette citation.
Elle reçoit quelque chose de plus important :
du prestige, de la reconnaissance et la certitude que son travail a été utile.
Voilà le principe.
Voilà la voie.
Voilà ce qui a été décidé à Buenos Aires le 2 mai 2012.
LE MESSAGE AUX ENFANTS ET AUX ADOLESCENTS
À chaque enfant ou adolescent victime de harcèlement, la déclaration fondatrice promettait quelque chose de simple et de profond :
Tu n'es pas seul.
Lorsque la nuit devient sombre et interminable, lorsque la peur, la tristesse et la solitude semblent impossibles à surmonter, Bullying Sin Fronteras sera là pour accompagner, défendre et soutenir ceux qui ont besoin d'aide.
L'organisation a été conçue comme un ami de l'âme :
Une étreinte fraternelle qui réconforte et accompagne.
Et un bras fort qui protège et défend.
LES TROIS ENNEMIS
La déclaration fondatrice identifiait trois grands dangers qui peuvent accompagner le harcèlement :
La solitude.
La tristesse.
La peur.
Face à eux, Bullying Sin Fronteras a placé son travail, sa voix et son engagement.
Parce que le premier Droit de l'Homme est le Droit à la Vie.
Et parce qu'il ne peut y avoir de silence face à la violence exercée contre les enfants et les adolescents.
LE MESSAGE À CEUX QUI HARCÈLENT
La déclaration était tout aussi claire envers ceux qui attaquent, humilient, menacent ou participent à la dissimulation de la violence.
Bullying Sin Fronteras ne resterait pas silencieuse.
Elle ne se reposerait pas tant que le harcèlement et le cyberharcèlement continueraient à se répandre en Amérique, en Europe, en Asie, en Afrique et en Océanie.
Elle n'ignorerait pas non plus les nouvelles formes de harcèlement créées par le monde numérique : trolls, haters, réseaux sociaux et cyberespace du futur.
DAN OLWEUS
La déclaration reconnaissait également le professeur Dan Olweus, pionnier suédo-norvégien qui a identifié et étudié scientifiquement le phénomène du harcèlement scolaire.
L'idée fondatrice était exprimée à travers une image simple :
Dan Olweus a découvert la maladie.
Nous devons trouver le remède.
L'ORANGE
La couleur orange a été choisie comme couleur mondiale de Bullying Sin Fronteras.
L'orange est devenu un symbole de force, de visibilité, d'espoir et d'engagement.
L'orange est notre couleur, maintenant et pour toujours.
2 MAI — JOURNÉE MONDIALE CONTRE LE HARCÈLEMENT
Un an après la fondation de Bullying Sin Fronteras, le 2 mai 2013, le Dr Javier Miglino a créé le 2 mai — Journée mondiale contre le harcèlement, une date qui allait devenir partie intégrante de l'identité internationale de l'organisation.
Le message était direct :
Assez de violence.
Et l'engagement était universel :
Protéger la vie.
Protéger l'enfance.
Protéger l'adolescence.
QUATORZE ANS PLUS TARD
Le monde a changé.
Le harcèlement a changé.
Le cyberharcèlement a changé.
La technologie a changé.
Mais les principes fondateurs demeurent.
L'organisation continue d'enquêter, de documenter et de prévenir.
Elle continue de défendre le droit des enfants et des adolescents à vivre sans violence.
Elle continue de mettre son travail gratuitement à la disposition de tous.
Et elle continue de croire qu'aucun enfant ne devrait affronter seul l'obscurité du harcèlement.
La Déclaration de Buenos Aires demeure le fondement.
Elle n'a pas été réécrite pour suivre les modes.
Elle n'a pas été modifiée pour satisfaire des intérêts.
Elle n'a pas été changée pour devenir plus commode.
Quatorze ans plus tard, elle demeure intacte.
Pas d'un iota.
L'ENGAGEMENT ORIGINEL
Si le harcèlement ne se repose pas, l'aide ne se reposera pas non plus.
Si le harcèlement franchit les frontières, l'aide les franchira également.
Si un enfant appelle à l'aide en Amérique, en Europe, en Asie, en Afrique ou en Océanie, cet appel mérite d'être entendu.
Et si le monde devient toujours plus numérique, l'engagement doit également atteindre le cyberespace.
C'est pour cela que Bullying Sin Fronteras existe.
Pas pour l'argent.
Pas pour les privilèges.
Pas pour le pouvoir.
Mais pour enquêter.
Pour documenter.
Pour prévenir.
Pour défendre.

BULLYING SIN FRONTERASが設立されてから、14年が経ちました。
14年の間に、世界は変わりました。
14年の間に、テクノロジーは変わりました。
14年の間に、いじめとサイバーいじめも変わりました。
しかし、BULLYING SIN FRONTERASを生み出した原則は変わっていません。
一片たりとも。
2012年5月2日、アルゼンチンのブエノスアイレスで、ハビエル・ミグリノ博士と国際的な多分野の専門家チームは、後にWORLD ORGANIZATION BULLYING WITHOUT BORDERSとなる組織を創設しました。
精神科医、小児科医、医師、心理学者、学校心理士、教育者、ジャーナリスト、経済学者たちが、一つのシンプルな考えのもとに集まりました。
いじめが休むことがないのなら、支援も決して休んではならない。
この名称が選ばれたのは、いじめを受けている子どもや若者を守ることに、国境があってはならないからです。
遠く離れた場所にいる子どもにいじめが届くのなら、支援もその子どもに届かなければなりません。
国境はない。
距離もない。
時差もない。
言い訳もない。
設立当初から、BULLYING SIN FRONTERASはもう一つの原則を明確にしました。
私たちは、自分たちが行うこと、発表することに対して料金を請求しません。そして、これからも決して請求しません。
研究、調査、報告書、統計、定義、情報は、自由かつ無償で利用できるものとして公開されます。
子どもと若者を守るための知識は、商品として扱われるべきものではありません。
BULLYING SIN FRONTERASの仕事が、裁判所、大学、研究者、ジャーナリスト、機関、政府などによって引用されたとしても、その引用によって私たちがお金を受け取ることはありません。
私たちが得るものは、もっと大切なものです。
信頼。評価。そして、自分たちの仕事が誰かの役に立ったという確信です。
それが原則です。
それが私たちの道です。

子どもたち、若者たちへのメッセージ
いじめに苦しむすべての子ども、すべての若者に、設立宣言はシンプルで深い約束をしました。
あなたは一人ではありません。
夜が暗く、長く続くとき。
恐怖、悲しみ、孤独に打ち勝つことができないように感じるとき。
BULLYING SIN FRONTERASは、助けを必要とする人々に寄り添い、守り、支えるために存在します。
この組織は、魂の友として考えられました。
慰め、寄り添う、兄弟のような抱擁。
そして、守り、立ち向かう強い腕。
三つの敵
設立宣言は、いじめとともに現れる三つの大きな危険を示しました。
孤独。
悲しみ。
恐怖。
BULLYING SIN FRONTERASは、それらに立ち向かうために、その仕事と声と決意を捧げます。
なぜなら、最初の人権は生命への権利だからです。

BULLYING SIN FRONTERASは沈黙しません。

そして、デジタル社会によって生まれた新しい嫌がらせの形――トロール、ヘイター、ソーシャルネットワーク、そして未来のサイバースペース――も無視しません。
ダン・オルウェウス
設立宣言は、いじめという現象を発見し、科学的に研究したスウェーデン系ノルウェー人の先駆者、ダン・オルウェウス教授にも敬意を表しました。
設立時の考えは、シンプルな言葉で表現されました。
ダン・オルウェウスは病を発見した。
私たちは、その治療法を見つけなければならない。
オレンジ
オレンジは、BULLYING SIN FRONTERASの世界共通の色として選ばれました。
オレンジは、強さ、可視化、希望、そして決意の象徴となりました。

5月2日 — 世界いじめ反対デー
BULLYING SIN FRONTERASの設立から1年後、2013年5月2日、ハビエル・ミグリノ博士は**「5月2日 世界いじめ反対デー」**を創設しました。
それはやがて、組織の国際的なアイデンティティの一部となりました。
メッセージは明確でした。
暴力を止めよう。
そして、その決意は普遍的なものでした。
生命を守る。
子ども時代を守る。
若者を守る。
14年後
世界は変わりました。
いじめも変わりました。
サイバーいじめも変わりました。
テクノロジーも変わりました。
しかし、設立時の原則は残っています。
組織は今も、調査し、記録し、予防する活動を続けています。
子どもと若者が暴力のない環境で生きる権利を守り続けています。
そして、その仕事を無償で公開し続けています。
いじめという暗闇を、どの子どもも一人で歩かなければならないことがないように。
ブエノスアイレス宣言は、今もその基礎にあります。
流行に合わせて書き換えられたものではありません。
都合のよい利益のために変更されたものでもありません。
便利なものにするために変えられたものでもありません。
14年が経った今も、その原則は一片たりとも変わっていません。
最初の約束
いじめが休まないのなら、支援も休みません。
いじめが国境を越えるのなら、支援も国境を越えます。
アメリカでも、ヨーロッパでも、アジアでも、アフリカでも、オセアニアでも、子どもが助けを求める声は、必ず聞かれるべきです。
そして世界がますますデジタル化するのであれば、その決意はサイバースペースにも届かなければなりません。
それが、BULLYING SIN FRONTERASが存在する理由です。
お金のためではありません。
特権のためでもありません。
権力のためでもありません。
調査するため。
記録するため。
予防するため。
守るため。
